Envoy conditioning is the most intensive psychological programme ever developed. It was designed to solve a specific military problem: how do you deploy a soldier across interstellar distances, needlecast into an unfamiliar body on an unfamiliar world, and have them be effective immediately? The answer was to fundamentally rewire the human psyche.

An Envoy reads situations with preternatural accuracy, processing social and environmental data at a level that borders on precognition. They adapt to new sleeves within hours. They suppress emotional responses that would incapacitate normal humans. They are, in the most literal sense, post-human — and the UN disbanded the Corps precisely because they were too effective to be safely controlled.
